Add TF weights

Model converted by the [`transformers`' `pt_to_tf` CLI](https://github.com/huggingface/transformers/blob/main/src/transformers/commands/pt_to_tf.py). All converted model outputs and hidden layers were validated against its Pytorch counterpart.
