Add support for XPU (sycl)

This PR includes the following work:
- Add XPU support for rotary (SYCL).
- Add test file.
- Updat the flake.nix file (direct compilation would fail with an error "unable to locate github:huggingface/kernel-builder/torch-2.8" previously).
